Reporting to the Senior IT Program and Portfolio Manager, the IT Project Manager will partner with agency stakeholders to obtain requirements, evaluate, and determine objectives, goals, and scope of multiple projects as well as collaborate with peers across the Commonwealth’s education agencies in a matrixed organization structure. The IT Project Manager will create, monitor, and provide ongoing communication to appropriate IT and agency stakeholders, report risk areas and partner with the business on strategies to address concerns, manage dependencies between projects, develop detailed project plans, and ensure accurate and up to date documentation.

This individual must have experience juggling multiple projects of varying sizes, preferably in the public sector, be hands on in understanding project requirements, and be willing to jump in to fill gaps or assume management of projects that are off course. The IT Project Manager will work collaboratively with the EOE senior team as well as the Commissioners and senior leadership of the Department of Early Education and Care (EEC), the Children’s Trust (CT), the Department of Elementary and Secondary Education (DESE), and the Department of Higher Education (DHE).

This is an exciting opportunity for someone interested in making the jump to project management whose had demonstrated success in adjacent or other roles. Analytical, detailed oriented, and a strong but diplomatic personality will be best suited for this role.

Duties and Responsibilities:

  • IT Contract Management: Perform and assist in the end-to-end procurement process for technology resources, products, and services for agencies, including conducting market research, authoring procurement documents, evaluating bids, and monitoring the impact, efficacy, and performance of products/services throughout the contract term from multiple perspectives, including cost, time, and delivery.
  • IT Vendor Management: Serve as the primary IT liaison between technology vendors and the agencies they support.
  • IT Team Management: Participate in daily stand-ups and sprint planning for development teams, ensuring issues, application code, and business requirements are appropriately documented and logged using EOE IT’s toolset (e.g., Jira, Confluence, and GitHub), verifying issues are accurately sized/pointed and resources maximized each sprint, and ensuring deliverables meet the expectations of agency product/business owners.
  • Customer Service: Develop and grow EOE IT’s relationship with other state agencies such as the Executive Office of Technology Services and Security (EOTSS), the Division of Capital Asset Management and Maintenance (DCAMM), and the Operational Services Division (OSD) to develop and implement systems for providing timely service delivery to internal and external business stakeholders, including desktop and network services support, provisioning requests, and operations support.

Required Skills, Knowledge, and Abilities:

  • Three (3) to five (5) years of progressively challenging project management experience.
  • Experience in all aspects of the software development life cycle from functional analysis through application development, training, testing, and documentation.
  • Solid understanding of and experience with various methodologies used to deliver projects.
  • Demonstrated ability to lead projects in a fast-paced environment and solve conflict effectively.
  • Strong planning, organizing, and coordinating skills as well as prioritization experience.
  • Strong interpersonal, verbal, and written communication skills.
  • Proficiency with Microsoft applications and tools, including Excel, PowerBI, and SharePoint Online.
Preferred Skills, Knowledge, and Abilities:
  • Public sector experience in state or federal government or nonprofit experience.
  • Experience working in Agile environments.
  • Experience in application development, systems administration/engineering or other technical discipline.
  • Background in educational IT (PK-16).
  • Background in any the following technologies: ServiceNow, Salesforce, Tableau, PowerBI, Learning Management Systems, .NET, JAVA, JavaScript, UI/UX design, Power Platform / Power Apps.
Education and Certifications:
  • Bachelor’s Degree or higher in Computer Science, IT, Business Administration, or equivalent work experience.
  • Additional Certifications in Project Management, IT, or business are a plus.
