The Children’s Trust Supports Landmark Family Support Legislation

The Children’s Trust welcomes An Act Enhancing Child Welfare Protections, signed into law by Governor Maura Healey last week, as a significant step toward a family support system rooted in prevention and community.

We know that families are strongest when they can access trusted support early, before challenges become crises. This legislation reflects our vision that every family in Massachusetts can receive the support and community they need to thrive. By strengthening Family Resource Centers as a front door for support, modernizing the process for helping families outside of court involvement, and prioritizing community-based services, this legislation moves Massachusetts toward a system that meets families where they are.

It is grounded in a premise that recognizes many families need access to resources and connection, not investigation. It affirms that children thrive when they stay rooted in their communities and relationships. And it creates structure and accountability around the prevention work that too often happens in isolation.

The implementation of this law will be critical and will require investment, coordination, and genuine partnership among state agencies, community organizations, and the family support workforce. The Children’s Trust is ready to roll up our sleeves alongside these partners to bring these reforms to life and learn from what works. We’re excited about the opportunity this creates to build a stronger prevention infrastructure across Massachusetts, helping every family access the support and connection they need to thrive.
